政見總覽
從日常生活出發，規劃花蓮市的未來。以下為戴于文提出的主要市政方向。涉及經費、法定權責及跨機關合作的項目，須依預算程序與相關規定推動。
八項主要政見

長輩照顧
假牙補助再加碼5,000元，符合資格最高補助6萬元。
規劃由市公所加碼現有假牙補助，減輕長輩裝置假牙的經濟負擔；補助資格與實際金額依縣府現行制度及市公所加碼方案辦理。

地方經濟與青年創業
規劃每人3,000元花蓮振興券，支持在地消費。
提出傳統市場攤商設備升級補助、最高30萬元微型創業貸款等方案，並結合商圈、市場及特色活動，支持在地店家與青年創業。振興券等經費方案須經財源評估及預算審議。

交通與停車改善
四年新增至少300格停車位。
盤點公有土地與可利用空間，改善商圈及住宅區停車需求；持續關注人行道、危險路口與學童通學安全，並與縣府及相關機關協調公共運輸規劃。

觀光與城市活動
每年至少規劃12場城市主題活動。
串聯傳統市場、商圈、地方文化與特色市集，規劃不同季節的城市活動，增加市民參與及旅客認識花蓮的機會。

育兒與家庭支持
整合托育、課後照顧與親子活動資源。
盤點公共空間與家庭服務需求，規劃親子活動據點、兒童遊憩環境及課後照顧合作方案，減輕家庭日常照顧壓力。

原住民族文化與青年支持
規劃每年新增200萬元部落文化傳承事務費。
支持族語、傳統技藝、文化活動及世代傳承；另規劃原住民族青年就業創業支持方案，協助培力、品牌建立與市場拓展。

環境永續與城市防災
強化海岸維護、社區防災與災害資訊整合。
推動海岸巡護、淨灘及海洋環境教育；盤點避難資訊、災情通報與社區防災需求，並協調相關單位改善災時資訊及資源調度。

公開透明與市民參與
推動參與式預算，建立市政儀表板。
規劃公開重大工程、預算執行與政策進度，並透過公民咖啡館、參與式預算及市民意見反映機制，增加市民了解與參與市政的機會。
